is this a fair offer?

Im a single Turkish engineer with 3 years experience. I got an offer of 17000 QAR from a contracting company.
All expenses will be from me including accomodation and transportation as the package is mentioned as 12000 QAR basic + 5000 QAR allowances. I doubt if this is a fair offer and i would survive with this salary in Qatar as I have a decent life style in my country..
