About Wrong parking in front of our accommodation

My friends Can you please suggest to me can i complain to baladia About worst parking.
because Always they are parking them Vehicles we cannot go out side also it is very critical situation when we going to work we getting upset also because by them .
If i complain to balladia is any problem to me or not?

call police they are helpful
Talk to the fellow, he may not be aware that it is causing you difficulty. Please do not report to anyone for a small matter.
Just deflate a tire, or better, two.
If nothing else works, take some rocks and smash the windshields and headlights.
Call the traffic police same time .inform them some one is blocking your way .
Take a picture and complaint to traffic department.
I am not sure this will come under baladia.
