Why visas Take too much time

Hello everyone, can anyone explain to mee why do work Visas take all this time to be issued, is it related to the applicant's country of origin or what?

Your visa will have to be handed round the office for several random stamps, passed from one department to another before someone single finger types out the thing and voila there you go.

Its why the Arabs lost the 6 day war, it took em that long to do the paper work.
