Having been to both countries.... all be it briefly

after a lot of thought I would say the Chinese are worse.

I also found (for my respective brief visit) that Indians were CONSIDERABLY politer.

But I have to say its very very popular in Nepal too.

two conditions :

1. Smoking in its ugliest way,..butting tobacco under the tung will generate this much of ....

2. being uncivilized to spit any where anytime.

Gross and what's with blowing their nose with their hands too and then flinging it - it's disgusting!

Personally I ma tempted to discard medical in most cases, and go with habit. A very, very horrible habit.
