you can travel on the 21st, its just that you have to leave the country before the 23rd, you can comeback whenever you please...however i think there is a 1-3 month limit

The travel is for the Ramadan time not the Eid when people are off work. If it had been between Oct 21 and Oct 30, then they would have had a deal

Have a look at no 2 on terms and conditions, you have to travel before Eid.
