What to do with the criminally insane?

WINNIPEG - Vince Li could soon be granted temporary passes away from a mental hospital four years after he beheaded and cannibalized a fellow passenger on a Greyhound bus.

A psychiatrist who has treated Li told the Manitoba Criminal Review Board on Monday that the 44-year-old has responded well to medication and should have the right to escorted trips into Selkirk, Man.

The request left the mother of Li's victim, Tim McLean, shocked.

"Can you guarantee me that he's not going to eat somebody else's eyes, somebody else's heart? Slaughter another individual? No, nobody can guarantee me that," Carol DeDelley said outside court in Winnipeg.

"If you all think that maybe this is a good thing, that he should be free, let him come and stay at your house, 'cause I sure as hell don't want him in my neighbourhood."

***********************************************************

Now, I don't disagree with the original finding of the court that this man is absolutely insane. From what I understand doctors said he didn't even know what planet he was on, much less understand what he did on the bus.

However, if he is this dangerously schizophrenic I don't believe he should be allowed out of the institution. All it would take would be for him to "forget" his medication and he'd be a nutter again... What say you. Should finding someone guilty by reason of insanity mean that they can be released when they are "well?"

I think it's ok for him to be let out till he comits the same crime again. Then he can be taken ' in ' and let out and it can be a cycle for the rest of his life.

History, experience..you can't beat them. Yes, release him. But Vince Li is just another 'time bomb'.

I said, the decision will still be in the board, whether to accept the opinion of the doctor or not!

(The doctor could not even guarantee the "saneness" or possible recurrence of the "insanity".)

And my comment above was directed to the comment of Fathimah!

They sit as a group and decide if he is fit to be allowed out. However, the doctors opinions will be heavily considered.

or jury as they need to vote for the recommendation, right MM?

but for this particular case, will the review board submit their recommendation to the duicial office or the "hospital" review board can execute an order by themselves?

Bit from column A, bit from column B Flor. It will be a government appointed board made up of lawyers & doctors.

a hospital board or a quasi-judicial board?

OOps, flor is wrong? I'll mark that day.

No Flor, the judge and jury already declared him insane. He's totally in the hands of the hospital review board now.

with the judge or jury. The doctor's opinion will remain an opinion.

IMO if a person is diagnosed by professional and trustworthy doctors to be sane following treatment then how can we disagree. After all they know better than us in this matter. They are qualified and we are not. it was they who judged him to be insane in the first place. And it's not impossible for a person to get well following mental diseases.

However I believe it should be then upon his doctors to take the blame should any tragedy,God forbid, happen again. It is after all their duty to ensure no sick person capable of such mayhem is set fourth into society unless absolutely sure he can now handle it.

That's a thought LP. I know I feel particularly murderous whenever I have to take the Greyhound....

OK, I think they shouldn't let him on a bus again. Obviously the environment of the typical Greyhound Bus is the trigger for his behavior.

I can't guarantee anything about you LP.

All of us are "released" in one way or another. Or, can you guarantee that I will not try to eat your or somebody else's liver?
