no you do not. however, they do have the occasional promotion in association with cell phone distributors in which they offer both the card and cell at a reasonable price (usualy around 300 QR).

Well, seeing that you're a Filipino like myself, let me make a suggestion.
If the reason why you want to have a mobile phone with you is to keep in touch with your family back home, you can just get a Smart SIM card and activate the Roaming function (better than Globe in terms of roaming availability and ease of use, and my sister in Riyadh claims it's easier to find prepaid cards).
SMS - PhP 9.00 or QR 0.65
Voice Call - $0.40/minute or roughly PhP 20.00/minute or
QR 1.45
It's probably not much different from the cost of Qtel, but the benefits will be felt by your family in the Philippines, as they are only charged P1.00 if they reply to your text, however, international rates apply if they call you.
At least you don't have to pay for anything else, simply purchase the SIM card before you leave, I think that's about PhP 150.00 or QR 10.72, compared to all the other things you have to pay for as listed below by our other good friends.
Now, if your reason is to be within reach anytime in Doha by you friends there, I guess you don't have much of a choice, you really have to go for Qtel.
