Most things are decided on a case-by-case basis, laws are often not written and they are not always adhered to. The answer is usually - it depends! If you know a member of the royal family you can probably do it!
Among other reasons, it's possible that the cars imported from UK may not meet the stringent quality checks and specifications of Qatar's licensing authorities..

to have right hand drive, plus i forgot to mention can you purchase diesel here
If the right hand drive is not an issue, go ahead and get it and avoid the greedy dealers of Doha.
