There is a clear rule that expatriates can only perform hajj once every five years. However, many expatriates try and get round this and find means to perform it "illegally"

This year, it has become critical to control numbers because of the construction work being carried out in Makkah.

The government has had to take stiff measures to ensure that numbers are controlled and safety ensured.

I would rather have this, then pilgrims dying due to overcrowding .

Controlling the numbers of pilgrims is essential as overcrowding could lead to various problems. It's already crowded despite the measures put into place. I don't see anything wrong with it. But the 10 years ban is a little too much...
