It's official: There is literally a market to sell anything on the Internet.
A woman in New York was found selling positive pregnancy tests on craigslist for $25. Since then, the online classifieds site has created the perfect platform to sell the positive tests, whether they're intended for women trying to dupe their significant others into proposing or simply playing a bizarre prank.

So. Is this not deceit ?, Should these types of ads be allowed? More to te point, why would you purchase such an item ?

The husband will know after while and the results will not be as good as she expected (she : the woman who buy the +ve P tests)

More to the point, why would you purchase such an item ?
In the case of positive pregnancy tests, maybe a woman will buy this if she was desperately trying to save the relationship if the man wanted kids, and she thinks she will get commitment from him.
It was just a joke highlighting the plight of Filipnas in Qatar. I like Filipinas, but I couldn't eat a whole one.

as for placing the ads. its upto the site or place where they have allowed to put this ad to monitor if they have to entertain this kinda ads or not.
