The pearl services charges
I receive from UDC a bill for the master community charge even if it was suppose to be include in our 150qr/m2 per years according to First Qatar. I fully understand that we have to pay to maintain our building and the island but do you think that this is exagerated. It's costing me per month for a 2 Br for the service charge only, (that doesn't include qatarcool karama ect). 2688 qr (for service charge of my building First Qatar) and 1290qr ( for master community charge UDC) total of 3978qr montly or 13100 US$ per year. For and island still in construction on wish they still put the AC at maximum while the door are open, I find it exagerated.
I'm curious of what is the services charges of the other developper UDC, Sabban, The Land???

Which tower is it for? Could you post email sent confirming this PLEASE and also if you can post contract paragraph stating QR 150 covers both master community and tower changes!!! Thanks very much!!!

The email was sent yesterday.. Asteco (TPQM...etc) will take care of the master community charges.
Heads-up everybody, we need to review the first year expenditures very carefully. Remember that the building was handed over but the contractor had a very long list to finish the building. Let's just keep an eye on what should be billed toward our service charges, which we paid, and the rest of the costs that need to be taken care of by either First Qatar and the contractor.

Tintin, they haven't sent out any emails yet. Asteco and Fisrt Qatar are working together to pay off the master communit charges. As far as i know, they haven't finalize who is going to pay what, but the bottom line is, the owner's are not going to pay because the SPA's clearly state 150 covers both the master community charges and the tower itself.

Congratulations for the owners at the La Riviera Tower (First Qatar). It was decided anf confirmed that the 150 QR/sq2 we are paying for service charges include the master community charges.

If you remember, some developers were trying to charge us Utilities connection fees to the building, and we refused to do so. Then those developers decided to drop those charges.
Let's just do the same for the master community charges. Our SPA's from First Qatar clearly indicate that the 150/sq2 is the maximum we would pay for both a) Building service charges and b)Master community charges not only for the first year, but also for the next 2 years.
Asteco and UDC will give up sooner or later.
i have purchased one bedroom from the Land and am just re-evaluating whether to sign the suprise new contract that has appeared after 2 years after signing the original contract. now the unit is finally completed, 18 months after completion date, i am blackmailed into signing this new contract which is ALL in UDC's favour. UDC is in control of everything, including the body corporate, owners associaton, who i sell to, etc but has no legal responsiblity for anything. i am suppose to sign this. the contract is unbelievable and i am amazed others have signed it. if i dont sign it i dont get the deeds and lose the money i have already laid down and be sued by the bank for defaulting. i think its called blackmail in the real world. why should i sign for something i dont agree to again??? eventhough i am buying from the Land, once the handover happens UDC is in control of everything, so i will probably be in the same position as you tin tin. i am amazed that there is no formal expat owners group organised and i am interested in joining up with other expat pearl owners to at least cry on each others shoulders, if not actually have the power to do something. no wonder investment in the development is so slow, who would want to sign such outrageous contracts?
and i agree, the developoment is still a building site, my adjoining apartment has generator running loudly 24/7 and there are no supermarkets, salons, etc so it is still a construction site. i hear you tintin loud and clear.
I misunderstood that you were referring to double payments in your OP. It appeared to me you were referring to the AMOUNT of the payment. I think it is in line with what one would expect. You USED to own in South Beach and that was half of this amount? Well I would say that costs have risen dramatically here in Doha and the cost of living here wouldn't compare to Miami.
I live on the Pearl and while I am not interested in the water taxi, I use the boardwalk all the time. It's already far enough along in its completion and new shops and restaurants open every day.
You got in on the ground floor of what you expected to be a great investment because of the ridiculous rents buyers were told they would get, but at the prices the original buyers bought in for, most people would have told you that was a risky investment (especially cause it is here in Qatar and you don't have the boost of being an actual citizen with some legal power). Sorry it worked out that way for you. I rent here and am benefitting from my landlord's investment and the fact that things haven't panned out for him like it was promoted. I am quite happy here :)
ex.ex.expat I use to own one in Miami south beach and here is more then double, but to be fair we ad two elevator not four. Why it matter if it under construction? Maybe because I can't benefit from the projet like when it will be complete, roads, boardwalk, water-taxi, ect. Dont get me wrong here all I'm trying to know is why I receive an 11600 qr bill of fees that I already paid one year in advance with my services charges and to compare my bills with other folks.

Check comparable luxury flats back home and consider the proportionate charges. Why do you think it matters if the rest of the Pearl is under construction? Your building and villa is not and you benefit from the attractions available in the development.

For MRVR The owner receive the bills if they make you pay it it up to the rent contract you have with them.

the cost that udc want to charge for is crazy and why shoulkd owners fit the bill if pearl is still under construction.
Weren't these fees laid out to you before you signed up?
Are these fees for tenants or landlords?? We rent here... I hope this kinda thing doesn't come our way!
Run Forest Run! Sounds like you are getting well ripped off. Make sure you make a song and dance about it or will carry on indefinitely. A call to the Peninsula or Gulf Times maybe? Option two with that is that you get thrown out, but still at least someone has to make a stand. Best of luck
I am going through the same experience. It is a rip off.
If I add these fees to the bank loan I owe, I am better off renting a huge villa, than living there.
It is ridiculous. I wish that we can form a group of people who have been ripped off and try to complain about it as a group, if all fails, we should take them to court.

The service charges are within a normal level, rather at the low side if compared to Europe. However, the quality of services might be highly different.
