NOC Letter to be stamped at immigration???

Is there an NOC letter stamping at the immigration?

Here's my situation - my wife had worked at Al Ahli Hospital for 1 year under husband sponsorship with me. Currently she is applying for a job in our country at universal staffing for Hamad Hospital but she is being required to produce an NOC letter stamped by Qatar immigration.

Furthermore Universal staffing agency informed her that they have 2 applicants before who have the same case with her and they were able to produce the NOC letter stamped by Qatar immigration.

This is very urgent and very important to us but this is new to me, so I am asking anyone who knew about this thing or had experience with this before...

NOC must be in arabic signed by you (since you are the previous sponsor) and stamped at the Ministry of Foreign Affairs in C-Ring Road (between Muntazah and Najma signals)
