New visa required?

I have transferred my visa to a new sponsor. When I submitted for renewal of my son's visa, our PRO informed me that I have to apply again for a new family visa under approval of my new sponsor. The whole application process to be repeated again.

Is it true? Or is it that he failed to submit for renewal before the expiry of the previous visa?
