Sounds like a police department that just patrols around looking for non-traffic related crime..

they were common and called Shaghab.

However then Lukhwia came and then it seems they were doing traffic police AND Shaghab's jobs.

Now they are relaunching the traffic police with a new focus and bringing back the Shaghab.

It's good. Now the Lukhwiya and do their job and that's to make sure that the other two do their jobs.
