My Qatar ID card, Driving License, Istimara and ATM card Inside the valet

You lost your WALLET you mean. You can report it to the nearest police station. If it was lost inside the mall, you may also try to ask from the mall's information staff. In some cases, there are good people who usually surrender wallet and other things to the security guard.
