day two - paid for the car and have a middle man to do the transfer (paid processing fee which is not much)
day three - my wife received the transferred istimara (the car's istimara is valid until nov. 2012)
day four - my wife went to the insurance company, insurance recommended that the insurance can be transferred to her name before the istimara expires. and will be still valid until that day.
requirements: QID of buyer and seller, Driver's License of buyer and seller, Istimara of the car from the seller, transfer documents (from police station or middle men)

Go to the Madinat Khalifa police station. Walk into the little office where all the typist sit. Tell them you sold your car and you need to transfer ownership. They will take the vehicle registration for the car being sold and both persons ID cards. You will also need to get photocopies from the same place for the ID's and Vehicle registration.
Once you have the paper work, walk across the street to were you see vehicles getting plated. Grab a number and wait for your turn. When your number comes walk to the counter, hand over all the paper work and original vehicle registration. Officer will ask you to sign the form in front of him. Usually before signing buyer gives the cash to seller. And thats it, your done!!

keep QID of both parties, insurance papers and car registration (istimara)
1. go to insurance and transfer ownership
2. go to madinat khalifa police station and change ownership
3. congratulations..drive safe :)
