J, Then you may consider forming a group & give a written complaint to the senior boss against the stupid guy on the day when he is on leave ....................
J, It may be his nature which may be his mom & wife were unable to correct him ........... ........ One way is to change your section or dept so that you won't see his cruel face ........... Try by talking to the dept head when he is alone .... so that this stupid guy won't see you sitting with the head .............
No need to involve HR at this stage, one to one talk will do .................. ............ the guy may be having his personal problems and will correct himself once pointed out ..................

I suggest you ask that person clearly what is wrong with him ? .... Tell him you don't like his behave and get his reply ....... then come back here tomorrow ........
