E-gov Webpage Certificate Error?

What is this warning displayed by Explorer 7 as certificate error when i open e.gov.qa? it reads: There is a problem with this website's security certificate. see screen shot of the message

Is it secure to continue paying our bills using e.gov?
What does the certificate error means?
I cant believe that qatar government may be using certificate which are not authentic or expired?
How much does a certificate licence cost?

Any body with any idea whats going on in the webpage.

Yeah, even I was having the same problem some time back while paying 'Kahramaa' bill. I checked with them and they acknowledged. However, starting this month I can pay through e-services. Apparently, some problem with the site and nothing to do with security. Still, to be on safe side inquire through phone.
