changing jobs in qatar

A guy working in a private clinic as doctor needs to change his job to a govt sect. Is it possible to apply for an NOC (no objection certificate) without giving resignation. Without an NOC, once a person leaves the current job, how long does he have to wait to return back to qatar and work?? There seems to be no clear cut knowledge about the span of ban period. Does anyone have any idea about how long the professionals need to wait to return back to qatar, in case he/she has no NOC in hand?? Please help

be very careful - i know of two people who resigned after getting new jobs and didn't get the letter and had to leave.

I don't know how things work, but I would have thought that if a government sector organisation wanted to employ someone who is currently a Qatar-private sector employee, that it might be in their interests to let the doctor go.

Wouldn't doing a 'favour' like that earn them some brownie points? i.e. wasta? i.e. if they scratch their back, at some point in the future, they can get the bosses in the government sector to scratch their back in return?

Or doesn't it work like that? I'm genuinely curious about how it works, if anyone knows the answer to that.

Jesny , without an NOC, the person will be banned for two years. Even if you apply for NOC it is completely up to the sponsor. There is no legal binding on him to give NOC or Sponsor ship change. This is the general case, I don’t know if doctors have any special privileges
