Are short skirts anti-social ?

Must admit that i hate those saggy jeans that kids wear, but is this going too far ?
On the one hand, since they are voting on it, then it should be allowed. However, what about liberty and the right to choose ?
A seaside city in Italy is set to put wearing mini-skirts and other revealing clothing on a blacklist of anti-social behaviours in a bid to help 'restore urban decorum and facilitate better civil co-existence'.
Castellammare di Stabia is trying to be the latest location in Italy to make use of new powers to crack down on a host of actions including street drinking, playing football in public places and blasphemy. Even sunbathing is on the list despite the city's coastal location.
'Nothing too revealing' is the new policy Mayor Luigi Bobbio wants to enforce with offenders facing fines of between £20-£450.
According to the BBC, the new directive would effectively outlaw everything from mini-skirts to low-cut jeans when people walk around the city.
The city on Italy's western coast is also moving to outlaw sunbathing
'I think it's the right decision,' a local parish priest, Don Paulo Cecere, told the Cronache di Napoli newspaper. 'It's also a way of combating the rise in sexual harassment.'

In other places they have banned sandcastles, kissing in cars, feeding stray cats, wooden clogs and the use of lawn mowers at weekends.

Short skirts, (Ethnic Skirts ) are what you might call a 'clubbing uniform.' This may seem strange in the cold season, but it's quite the opposite. Even when winter is at its peak everyone is wearing short skirts. However, a miniskirt is more than a fashion statement-it's a declaration of youth and independence.

Fathimah, this is just a guess, but maybe ,as it is a touristy place, some people have been abusing their freedom? Wearing totally inappropriate things, or behaving inappropriately?
See, more often that not, it is the few that spoil it for all others.
laws are laws ultimately they must be followed and not always do they make sense to everyone however still makes me wonder, is sexual harassment in that part of the world so bad that such restrictions must come in? Oh well guess the law maker must know better..I hope!

That's the beauty of democracy. After 4 or 5 years they (the people) can elect another governing body and it can allow shorter skirts again, amending the law of 2010.
Freedom of choice should be the goal. However, in this case, the town council, an elected body is passing the law - so they have to be obeyed..
I love to have the freedom to choose what to wear but i always consider the kind of people around me..
If i'm in philippines (my own country),or in Europe,America,China Etc.,maybe i can wear short skirts and wear any daring clothes but being in Qatar made me think twice before wearing such outfits..I do respect the people here and i think there's nothing wrong to adjust for them..I even wear abaya at work..
But i don't deprive myself from wearing those super girly outfits once in a while..:)

As for combating sexual harassment it would depend on if the only people harassed around there are those in short skirts and no one else if not it makes no sense!
I believe that it's upto each individual to choose the attire. Having said that it should not be too revealing to invite attention of the crowd which could lead to undesired incidents.

between artsy or simply too revealing. Not all men are of sterner stuff who doesn't give a second look.
I found miniskirts in my teens and early twenties to be very social :-P
The best suggestion is to make a National dress code of lingeries and under wears (those who are so fond of showing off their body parts).
Decent people will wear a decent dress.

Problem is what is the limit of 'short'. It depends on person to person.
Clothes seem to be making more statements these days than those wearing em! Short skirts are anti social, niqaabs oppressive, whatever next? Live and let live...please!

if you don't want to be harrassed sexually, then don't wear it. in fact, there are still sexual harrassments even in most liberated areas...

Wearing clothes should be individual choice....Those who doesn't like it can close their eyes.
Why can't people just wear what they want. Jeez.
Good for eyes BUT bad for hearts (especially for naughty boys)!
