Construction starts at 4:30am at the new building next to my building. It is really loud. Used the Oun app of the MME(Baladiya) to raise a complaint. Someone from Baladiya called back and said it is a Ministry of Labour issue. MoL will only look at total work hours and if workers are getting a break. Clearly, MME is wrong and noise complaint is their responsibility. They're probably afraid of the house owner to take any action.
