Corruption in Qatar Govt Organisations

I ve been doing Business with Govts of many Gulf countries and I have come across corruption everywhere.
But Qatar is a lot different. Here, Corruption in Govt organisations are done so openly that no one seems to be bothered about the negative side or getting caught.

Hamad Medical seems to be one of the worst of the lot and most department here ( i do not want to mentione the depts intentionally) are corrupt and most tenders are having irregularities. Corruption here is a lot more than mere bribing. Even the requirements are generated in a fancy way with phenominal unbelievble pricing.

Please share your experiences in other govt organisations.

It doesn't erase the fact that it exist here and the people who are perpetrating this are scot-free to do their thing with impunity because the govt. agency- if there is, pardon my incredulity and sarcasm- tasked to look into these matters have eyes wide shut.

Yes it comes in many forms. Sometime beautifully wra as site visit with shopping money, or FOC overseas training and pocket money. All these watered- down freebies are in fact been factored into the vendors offer. There is no such thing as free lunch.

Negligible? Of course, the place is oozing with moolah. Not unless the corrupt is extremely greedy to siphon off an obscene amount is he finally herded off to jail in the quiet of the night, or if he's well connected and blue blooded too maybe he is merely deported to his homeland. But after a while, like all sins, they fade away from the collective consciousness.

And how does it impact their society? Well, money that could've increased the salaries of employees or given out as bonuses. It certainly is a good motivator. And if this were the health sector that is affected as the OP has pointed, what do you think the outcome will be? I dread just to think about it. Woe the poor guy as collateral damage.

The future is bright for the corrupt. What with the billion dollar projects looming large at the horizon.

Clout is not bribes! Yet, I agree with you "wasta" is a form of corruption. The thing is many do it out of courtesy as it's kind of a cultural thing. Saying this, many public awareness is taking place now to eliminate this on government sector through the general secretariat of the ministries council. Still, many continues to do so with justification that normal procedures is bureaucratic and can delay work.

Genesis--I agree that Qatar is easily the least corrupt country in the Gulf region and significantly less corrupt than the vast majority of countries worldwide. In comparison to other petro-nations, Qatar is fabulously ahead of the curve.

Having said that . . . corruption comes in many different forms other than open bribery. Many HR departments retain the services of a prominent Qatari in order to 'facilitate' visas, driving licenses, customs and imports, etc. This routinely means using his connections to push matters to the front of the line or having normal restrictions and requirements waived. To some observers the arbitrary enforcement of such rules can appear as corruption. I know I should not complain, as I have personally benefited from this system due to the well-connected and efficient Qatari's in our HR department. In many countries this is the norm of doing business, but in others it would be seen as corruption.

If you were one of the bidders, you have to raise your allegations to the tenders committee (which is by the way comprise of members from different government entities including the ministry of finance and Audit bureau). Audits are usually conducted only after tenders are awarded by each entity's internal audit department in cooperation with the audit bureau. Witnessing how much effort is taken in implementing those measures lately, I'd say we are undisputedly the least corrupted in the entire region.

HMC is that corrupt organisation which asks bribe from their own staff for providing accomodation..........Probably it's not Qatar, but HMC is definitely extremely corrupt.

I don't understand how and what situation makes you say this. But coming from one of the well know Asian countries I know what corruption is and comparing Qatar is unimaginable. In my last 7 years of stay in Qatar, I did not come across any department or company where I found any sort of bribing or illegal activities.

Considering your blames on HMC, it's totally outrageous.

If you are true with your words, I would strongly recommend to take this matter to concerned authorities in HMC or local police and make sure others don't suffer. For your convenience, you will find a big poster on the entrance of Emergency and HGH giving you contact details where you can file the complaints and reports any such illegal activities.

corruption is the wrong word.

lack-of-due-deligence perhaps explains the situation better. There are many reasons for this lack-of-due-deligence the main one being the resources are not knowledgeable enough. True that vendors take advantage of it and you may consider it corrupt in one way but technically it isn't!!!

as far is corruption is concerned, i think Qatar is waayyy better than many others, especially in the region as also evident from the TI index
