"Boycott of Israel" conditions of a contract?

While I was browsing for the details of the material and labor query of a certain construction project contract, I stumbled upon the bill of quotation in what seems to be indicated as "Clause #75: Boycott of Israel", which says is allowed as a liability or obligation to the general conditions of the contract (see 1st attached file boq1.jpg).

Out of curiosity for knowing the details of the clause, I browsed in the attached project contract specifications (see 2nd attached file conditions.jpg) and somehow it skipped the details from clause #69 to #77 all the sudden...meaning no details procured for the said clause.

I usually read clauses of construction project contracts such as "in cases of Force Majeure" (where any liabilities of work and material are obliged during any sudden Earth catastrophes)...but I seem to don't understand how a human act of hatred is included in the liabilities. If this is part of the lawful conditions of any or all of construction projects in Qatar, can somebody tell me the general legal details for this Clause?

If there really wasn't any, and how the specifications had 'skipped' the details, are these part of the subliminal messages to incur more pro-hatred for that country?

heero_yuy2....I will go from last to first to understand things...why some clauses went missing from the 2nd file you have uploaded..it seems these are special conditions of contract as it speaks of deletion or replacement or addition of some particular clauses of the general Terms and conditions which would be attached to the contract separately. So if you refer to the complete contract you would in all probbability find those clauses there.

As regards, why boycott of israel is kept under liabilities and obligations, well if you could find the wordings of the clause which are pretty much standard here it says that any material or manpower originating from israel comes under boycott list...so in case someone has to make arrangements for same from some other source, opportunity has been given to the bidder to price it appropriately... you may argue why it is kept so prominently...well some companies prefer to keep such clauses highlighted at appropriate places so that they do not go unnoticed to avoid any disputes and delays later. BTW it is requirement as per law of Qatar and sometimes you may not find these words being written exclusively but circumvented by stating "Contractor shall comply to all laws of Qatar" ...end of the day whoever is doing business in Qatar should know what are the relevant laws of Qatar which it is liable to comply (and so its mention under the liabilities).

I dont see how it can be referred to as human act of hatred... its the same as ES stated for US.

It's the same issue with American contracts, under US law they cannot deal with iran. It's not in the contract but in the law!
