Souq Waqif is your best chance of getting one at a slightly lower price but still be prepared to pay about QR1,000.
Try the old Souq, right behind Hotel Waqif is a whole street with bird shops - think i have seen many indian ringnecks there. prices I dont know, but you can probably bargain

There are animal shops in souq waqif, and birds are sold there.. not sure how reliable it is there tho..
