There are so many factors here once you are looking for job here...
1. Almost all market are dominated by Indians or Philippine (IT too). I feel that Qatar will become another Bombay or Manila in few years.
2. Indians favors Indian...they are very much biased (even south Indian will not take north Indian- so imagine how biased they are.. but of course if it comes to other nationalities they will prefer Indians). It happened in Malaysia-when Indian got chance to work in Malaysia in IT sector-they start favoring Indians... once government come to know, they stop taking Indians... even Indians they are claiming they are TOP in IT in the world.
3. There is no any hiring rules... no any qualification checks, skills and experience check, no any rules from government...
4. Indians and other sub-continents are willing to work cheap due to problem in their own countries and their living conditions back in homes.
5. Qatari are becoming cleaver they are looking for cheap labour... basically SLAVES.... Asian works like Donkey and don't demand and if they demand also cannot do any harm to Qatari or Qatar government because of their weakness and lack of support from their own government.
6. Everything depend on PASSPORT here.. no one cares about qualifications, job experience... or another issues.
7. Influence play major role for getting job here... no interview, test or anything....if you have influence/reference it will work better that your qualifications or skills...
8. At last.... LUCK.....
So please try- don't Give Up!!! No one knows.. when is your turn... because of your LUCK!!!

Do we detect a little bias borne from frustration?
Same thing for foreigners (esp. manual labour) working in Malaysia. And there is also the exit permit thingy - my friend is an employer of a lot of foreign labour and he has to sign off an exit permit for his workers. Not slavery, as you put it, but protection for our own people. It is our country and while we let other people in to work for us, we require some protection. Of course, enforcement is another thing in Malaysia. Here,it's a bit more well enforced, should I say? But, Malaysia is so much bigger than Qatar - a smaller country is easier to police. Butthe point is, the rationale is the same, or similar.
In Malaysia, there is the perception that a foreign worker also "cannot do any harm" to Malaysian or to the Malaysian Govt - legally. You have to know the nitty gritty details of why it appears to be so, but in reality the decisions are fair. We see things (just as we see things in Qatar) from the outside and assume the we know everything. We do not. Unless we are in a particular situation itself, with full facts and transparency, only then can we make an informed decision / opinion. Anything else will be mere assumptions.

so what's your point? you're a professional right? so let me ask you, can you define the word professional? i know it's hard for everyone to work with other nationalities especially because of communication/language barrier, but learning a bit of english isn't scary. you are in a foreign country so what do you expect? equality? the first thing that we expats should think when we work in a foreign country is to hone our skills of ADAPTATION, if you get along with other nationalities you will survive why not?
being a professional means a lot and one of these is being level-minded when it comes to a lot of things involving work even if at times you want to kill your office mate hehehehe just kidding.
Its not always true..
I have worked with few Good Companies here.. All through Newspaper ads or online ads.. and in my present job I even told the interviewer that I don’t have anyone to recommend (Wasta)….and he told me its true..but as you have the required qualification and experience …you will get this job..and I am with one of the best employers…and the only Indian here..
We have a policy not to have more than 10% employees from same nationality in one department..
Askme, Qatar is now on the process of Qatarization, and it means all locale Qataris must be the first priority on employment. And i think it is the right thing to do to protect their people, their country and their culture.

In my previous company new General Manager came from Malaysia. Then after when I was leaving the company after 1 and half years most of the management positions got filled by people with Malaysian passports. So its not just one specific nationality.
Moving on is simple; it's what you leave behind that makes it so difficult .
u have reference u r in . no matter which nationality u belong .
Indians and philipinos are both fun to work with...

Now, who's being biased...?
Simple reason: Communication! It would be easier to communicate with your own mother tounge than use English, where not everyone is able to speak properly.
It's not because things are difficult that we don't dare, it's because we don't dare that makes things difficult!

hmm...It is common sense...If I were Malasian I would first look for malasyains to work with...would not you do the same?
In one of my previous companies we had a singaporean guy...a year after half of his staff were singaporeans....I dont blame them...I blame those on top for letting this happen.
If you give high authorities to even Qataris outside their country I am sure they will do the same..
