what does it mean "full foreign ownership of companies in consultative and technical work services, the technology sector, and distribution services"

Is that a full 100% ownership without a Qatari involved?
What does it mean by technology sector? Any IT related services.

It's quite a broad statement and would cover a lot of areas.

Its like Free Zone in UAE, you can setup a office but cant participate any government tender/work.
