
Qatar makes significant progress in Index of Economic Freedom

Qatar has seen some positive economic developments in recent years, which have led to the country making significant progress in the 2025 Index of Economic Freedom, issued by the Heritage Foundation.
In a social media post on X, Qatar's National Planning Council said the progress resulted from ongoing efforts to enhance the country’s economic environment, support regulatory efficiency, and consolidate the rule of law, strengthening Qatar’s position among the world’s freest economies.

Qatar was ranked 27th globally among 184 countries. Qatar scored the highest (99.9%) in the tax burden metric, followed by fiscal health (96.2%), trade freedom (81.6%), government spending (78.1%), monetary freedom (73.2), property rights (71.1%) and business freedom (67.9%) metrics.
The index, released by American think tank The Heritage Foundation, evaluated 184 economies across the globe, assessing economic freedom based on 12 indicators grouped into four main pillars — rule of law, government size, regulatory efficiency, and open markets for the period from July 1, 2023, to June 30, 2024.
At the global level, the top five positions went to Singapore (84.1pts), Switzerland (83.7), Ireland (83.1), Taiwan (79.7), and Luxembourg (79.5).
Qatar was the second-highest ranked among GCC countries, just behind the UAE (23rd), followed by Bahrain (55th), Oman (58th), Saudi Arabia (62nd) and Kuwait (88th).
