Draft law for changes in sponsorship law reach final stage

A draft law amending some provisions of the sponsorship law has been referred to the Advisory Council for review.

The Advisory Council, at its routine weekly meeting yesterday, discussed the draft law and referred it to its 'Internal and External Affairs' Committee for its expert opinion.

However, it is not clear what provisions of the existing sponsorship are currently being reviewed by the council.

The Committee met under its rapporteur, Mohamed Abdullah Al Sulaiti, yesterday and took up the draft law (seeking to regulate the entry, exit and residence of expatriates) for discussion.

The Committee, according to Qatar News Agency (QNA), is expected to submit a detailed report on the draft to the Advisory Council soon.

In keeping with norms, a draft law is referred to the Advisory Council by the State Cabinet after its initial approval. The Council discusses it and many a times refers a draft law to one of its internal committees for a special review and opinion.

The committee prepares a detailed report on the draft after several meetings and at times after marathon consultations with government officials and experts and submits it to the Advisory Council.

Advisory Council members hold extensive debates on the report and at times make suggestions for changes to observations and recommendations of the committee, and approve the draft and send it back to the Cabinet.

The Cabinet looks at the recommendations and observations of the Advisory Council and eventually refers the draft law to higher-ups for final approval.

If a draft law is at the Advisory Council it should be considered at its last stages of approval, experts say.

The Advisory Council's Internal and External Affairs Committee is so named arguably because it has members from within the Council and invites outside experts to discuss an issue as observers. [The Peninsula]

Seriously what is the purpose of this post and such a long article. Don't think it provides any substance at all. And QL should really improve the quality of their articles. Can somebody tell me what the heck is rapporteur?? Or do they mean repertoire!! LOL
