Renewing Health Card

I witnessed, it is really a mystery when renewing your Health Card.

I’ve applied for a health card back in 2012 and used only for a year. And didn't bother to use it at all. Same for all my family members. We use private clinics and on occasion if we need to use Hamad, we pay the extra charge for the medicines and doctor consultation "as we don’t have an updated health card".

Now, I tried to renew the health card of one of my family member via Hukoomi.qa which shows the Health card had expired on 07-03-2014. So, I clicked the renew button for 1 year, which showed the renewed date of Health Card as 07-03-2018. But, after paying QAR 100.00, the receipt was mailed to my email address that my renewed Health Card Expiry was 07-03-2015.

Which means I have to pay all the unused years to reach to the current period. 

So, my question in general is why am I charged for the unused period even after I had to pay for extra when consulting with an expired Health Card.

I don’t expect an answer, but just posting my curiosity. I feel it is illogical and unfair.
