Tourist visa and family visit application

Hi.. My f-i-l has applied for a tourist visa through an agency from India but it got rejected with the reason of age limit. He is 61Yrs old. Now, 'm planning to bring him under family visit. The previous application had rejected a couple of days ago only. Will it be an issue to apply again for the same person for a family visit in the short span of time?
