As per tallboy if it is a Reliance landline there should be 8 digits but the number mentioned by you has got only 7 digits.
Sorry i missed out. If its a landline number you must dial only 0091-22+Reliance number
AbuYousif, initially when reliance infocom launched their telephone services they issued eight digit numbers for their mobile and landline connections, just like the number mentioned by you, unlike the other mobile service providers who had ten digit numbers. However in the year 2005 TRAI asked Reliance to change all the 8 digit numbers for their mobile users to ten digit and accodrdingly reliance ammended the numbers to ten digit for mobile users but the numbers for landline still remains same i:e eight digit. Now if you know whether that is a landline or mobile number, if its mobile number then there is no way to get the changed number.
the number has not changed...it's just that the person may have disconnected his phone-line (or the phone may be out of service).
