Indian Passport Renewal Issues

I have submitted my Passport for renewal at the Indian embassy on 1st March; the embassy after 15 days inform that "it will take 45 working days as they 'did not receive clearance' from the respective passport office in India"

Has anyone faced a similar experience? Is this the procedure?

Do they accept "weight" on the application? Have you or any of your friends done it?
