You do not need translation of your certificate but you have to have attestation first from your country embassy and then from Qatari foreign affairs office.

you have to attest on the original in indian embasy in qatar and ministry of interioer in qatar.

take a colour xerox and submit along with your visa application.no need to translate in arabic.
