Throwing sewage on some open land in Doha

I can't seem to understand why somebody keeps on disposing sewage in that open land meters away from my place...and usually I see it almost every month after the previous ones dry up. I usually pass by that area as it leads to a short cut to the supermarket whenever I'm supposed to buy some extra stocks of food supply. I know it's sewage because it stinks from 10 meters away when it's wet.
Is it, like, do this country have any central sewage treatment plant where these people can collect all their sewage and 'recycle' it? Or is this just another way of having another commodity for some company with employees who doesn't know whether how to dispose of collected sewage from their tanks and they have to throw it anywhere without anyone looking at them or sleeping? Do they even care if it's hazardous to children or people who will pass by such areas and get infected by some disease or something from their improper disposal?
I stay near Al Sadd.
Only makes it obvious now that plenty of them sewage tankers are perpetrators to throwing sewage improperly.
