on what visa you arrived to Qatar
if you are on business visa you can drive on international driving license.check with rent a car company it has to be obtain from your home country.
second you can go to traffic dept and get one temporary license for one month.
in case if your are on work visa you can get 3 month temporary license once your residence permit is done you will get permanent license.

You need an International Driving Permit to drive.
but u don't need a licence in European Union countries.
It is not the license , it is you who will be driving.
You can drive, but the difference you might be aware is here we drive on the right hand.
