Just a question Hawk10, when has a following driver ever slowed down because of your brake lights, they slow down when they realise you aren't going to move out of their way and that they might actually hit you.
Lion...using slight foot brakes means not continuous all the time. It is for the time, once you enter the fog from a clear area, so the rear driver may notice that you are applying the brakes and he will also slow down at that particular spot.
If the visibility is poor, pull off the road and park away from the edge of the road until fog clears and notify your office/dear and near ones that you will be late. I do not agree with the 4th point "Use your foot brake slightly so that your lights warn following drivers" as this is unnecessary.

funny part in Qatar is all the people will put on their hazardous lights and will drive, which is totally wrong and nobody understands that.
from my experience going to Al Khor, these reminders are never done most of the time.
