problem with iphone4

gud morning to all of you ql members and ql website visitors.
i updated iphone 4 to ios 6.1.3 but not been success.after selection of language and country/ region it stops with itune connection. i tried to reset as well but again same problem. itune saying on my pc " there is a problem with your iphone". can anybody guide me to solve this problem pls? where is reliable service centre to fix this issue and how much cost? pls help me to solve it. if anyone can fix it, call or sms me on 77497160. thanks

press power and menu button together until phone restarts. Your problem would be resolved in sha Allah.
