Looking for HP maintenance center

I've been searching for HP laptop maintenance center. Could anyone kindly guide me through the location OR contact number. Whenever I switch my laptop on, it gets start but doesn't go further and just shows me a black screen with HP logo on (welcome screen). I tried several times reaching to its old settings to resume but in vain. Does anyone know what could be the prob?

i spoke to virgin the other day cause i need a new hp battery. they told me the hp service centre in doha is Redington Qatar, near Ramada
