Tenant charges

Hello everyone... just wanted to check. We are tenants in burj damac property in lusail. Our contract mentions that we must pay monthy utility charges.so my question is that apart from monthly charges there are also some fixed charges charged by karama. Does this mean that the tenant also pays the fixed utility karama charges for cooling etc per sq meter or are those charges borne by the owner. Please help with advice.
