getting a rent a car for umrah is quite difficult because as said by Enigma on border they will allow only if the car is in your name and not in somebody else name, so this is the condition, but now a days i heard getting a umrah visa is quite difficult, as one of my friends is struggling to get visa since one month.

and also in qatar border they required the istimaraa car its the same with name with the driver name.
