Apple seems to have a Contract with AT&T for I guess 2 yrs. So Apple can technically sell it in places where AT & T is present. (Although it is not stopping the device from functioning elseware -not withstanding their threat of turning Iphones to Ibricks).
Since AT&T is not operating in Qatar It cannot sell Iphones in Qatar till 2 yrs from the launch of Iphones. ...but by the time it will be an old peice of technology (although it supports mostly old technology presently, except for the touchscreen).

it is not possible for an iphone to be in qatar now..
