the problem is power failure, the hard disc didnt broke

If its broken, like if the drive head or the disks are broken, then you cant recover the data with simple recovery softwares, you have to open the physical drive and replace the damaged part and then you can try to recover the remaining data.

I dont think its a software issue. Anyways, best of luck recovering.
