transfer of car papers through metrash

i have transferred my car to another person through metrash. I chose the Q post option thinking they wil deliver in 48 hours to the person as promised by them. IT is 10 days but the papers have not reached the person. i do not know where to contact the traffic police or q post . please can any one advice.
