Renewing Istimarah for long overdue renewing - criteria

I have a classic car (1998) and done all the works, but it took me time to do all those paintjobs and replacement of damaged parts, I've not renewed the istimarah for a little over a year because of this, and the plate number is still the old plate number. I need to change it to a new one.
Let me know what are the criteria I have to go through (renewal, repairs, technical inspections, fee for overdue istimarah renewal, blah blah, etc)
I don't wanna miss any of the processes so if anyone is an expert on this part, pls enlighten me.

First you have to do the technical inspection, Then you have to renew the insurance (Qr 600.- for six cylinder engine, QR 800.- for eight cylinder engine). Then you have to pay QR 500.- fine for not renewing the road permit. Then you can get the new istimara for QR 200.-. Then you will have to change the plate for a new one. There is a small charge, too.
