Marriage Certificate Attestation - Philippines

Hi to all Pinoy here and other nationals,

If somebody can help me what is the procedure for Marriage Certificate (MC) attestation?

I have a MC that has Red Ribbon already done in our home country. I would like to have it attested by MOFA Qatar, but I read different procedures like I am required to have my MC attested first by the Philippine Embassy even it is Red Ribbon already, before going to MOFA attestation.

Some people saying I can go directly to MOFA if my MC is red ribbon already.

BTW Red Ribbon is equivalent to attestation done by Philippine Embassy in our home country.

Also where is the recent location of Phil Embassy?

Any Filipino mga kabayan? Salamat po ng madami in advance.
