How to complain against a Supermarket

I have a serious Complaint against one supermarket near my home, who is selling Grocery items for their own prizes , like they used to add minimum 30% prize for each items, also they are selling many illegal items too like Pan Masala etc,

How to complain against them, to whom I need to inform about this

there will be a rule, you shld not fix the prise yourself,

is there a rule which states that you cannot sell goods at your own price? You have the option of not buying it from isnt it?
