Cost of district cooling and utility connection at the Qatar PEARL

I bought a 3 bedroom apartment at the Qatar Pearl. The developer is asking for QR 55,000 as an upfront for district cooling services and QR 23,346.- as connection charges to utilities.
I would appreciate info from other buyers on how much they paid for these and other services.
