Construction noise all night long

Hello everybody!
My family and i are facing a problem which we don't know if we can do anything about it. The thing is that 50 meters from our building exists a construction site. 
This construction site began operating all night long two nights ago. By operating i mean, excavations and debris removal by truck. 
So you can imagine the noise coming from that site. Plus, they are using 7 trucks, using one by turn, the others 6 awaits for they turn by parking just in front our building and with their engines on... 
Put this all together and we have a very nice long and tiresome night. Fortunately my 2 years daughter are having her sleep but i feel that is affecting her cause since this began she became more sleepy during the morning at the nursery. 
The question here is... Are they allowed to work all night with this level of noise?? Is there any gov. department where we can complain about? 
I've already contacted Doha Municipality and they told me to contact the police, they have nothing to do with it, just find it weird since they are who issue the construction permit... whatever.
Should i complain to the police or i will be making a fool out of myself by doing so?? 
Any advice??

I think it's technically illegal to work all night long and disturb the peace.

But be realistic, your best option is to move. There is no one you can speak to who can, or will, help you. The construction is probably owned by an important Sheikh so if he wants to build all night, that's exactly what he will do.

While i'm sure there must be someone somewhere that you can approach, i prefer to be realistic and face the reality that any inconvenience faced by you or others, is of zero importance/significance to Ashghal or any other government department, when they are busy trying to get a congested city ready for a World Cup. Try stuffing your ears with cotton and do your best to adapt:-)

I think it is a common problem here. I am not sure what can be done about it, but it is worth asking the council, maybe they can help

Which area is this? We used to have lots of noise in Al Saad, but it was during the day - problem was though, I used to work night shifts and needed to sleep at strange hours :-(
