Buying/Importing a Brand New / Pre-owned car

I recently came across the site www.fleetrates.com where new or pre-owned cars are available for much cheaper price. Also the shipping of these cars would cost around $ 3500.

1) Is there any requirements/specifications from Qatar Govt. to import such cars.
2) Are there any additional registration charges or taxes ?
3) Is it possible to avail loans for these vehicles from within Qatar ?

Ex: Preowned Lexus LS460L 2007 model costs $ 55,500 along with the shipping. Other models like Audi Q7 & others are more cheaper.

Any advice ?
