The rule is you dont need driving licenseto own a vehicle.
But do the traffic dept. doesnt ask for a driving license ?
Yes you can buy. License is required nowhere.
Yes you can..you will need the transfer letter which you can obtain near the traffic department and the copy of seller and buyer ID then 200 riyals..
